Summary

Once you wade through the sea of technical amendments to the Marine Act, you come to the "meat" of the bill, or rather to the "meat-like product" of the bill. Essentially, financial procedures are ammended regarding how a Port Authority spends and borrows money. The bill also sets down rules for ammalgamating Port Authorities.
