Summary

This bill lays down the framework for having an elected Senate by devising a "method for ascertaining the preferences of electors in a province on appointments to the Senate within the existing process of summoning senators."

Like C-19, this bill can trace its lineage to bill S-4, a senate reform bill drafted by the Senate. This bill may have problems passing through the committee phase in the House of Commons, as an issue of constitutionality will probably be examined.
